Julia Vymyatnina, Dean of the Faculty of Economics at the European University in Saint Petersburg, in an interview with reporters of the daily national Norwegian newspaper Klassekampen, commented on the economic situation in Russia in connection with the coronavirus pandemic.

Dynamic stochastic economic models normally build on the assumption of time-invariant preferences, technology and laws of motions for exogenous variables. We relax this assumption and consider a class of infinite-horizon nonstationary models in which parameters can follow both deterministic and stochastic trends: the former trends take the form of anticipated shifts and drifts, and the latter trends take the form of Markov process with time-varying transition probabilities.

Though empirical literature on the effects of export incentives for domestic export is very rich, export incentives’ effects for third countries' export have not yet been examined empirically. This paper sheds some light on this issue. According to existing theory, effects of domestic export incentives for third countries' exporters can be both negative (due to increased competition) and positive (due to input-output linkages in global value chains (GVCs)).

Higher education in the United States has seen a dramatic expansion throughout the last century. The lecture, while intended for a broad audience, will offer an overview of the US Higher Education (HE) system from an economist’s perspective. It will undertake an analysis of HE’s operation as a marketplace. I will firstly survey the main distinctive features of an American university (admission, students’ choice of specialization, funding, tuition, placement, etc.).

In this work we consider a concept of sparse rationality (developed recently by Gabaix, 2014) as a selection tool in a model with multiple equilibria. Under sparse rationality paying attention to all possible variables is costly, and the agents could choose to over- or under-emphasize particular variables, even fully excluding some of them.

In this paper we recall the history of Jubilee debt cancellations, emphasizing what their social purpose was at that time. We note that it would not be possible to copy that procedure exactly nowadays, primarily because most debt/credit relationships are intermediated via financial institutions, such as banks, insurance companies, etc., rather than by governments or wealthy families directly.

Central Banking: Past, Present and Future Financial crisis of 2008-2009 and unconventional measures of monetary policy following it raised a number of questions related to the role and functions a Central bank should play in an economy. How will the set of monetary policy tools changes? Which factors will influence monetary policy most in the future? What are the challenges Central banks should get ready to? EUSP graduate Evgenii Vladimirov's final thesis won the first prize at the Competition for Young Economists 2017 for the best graduation thesis in economics organized by the Gaidar Institute for Economic Policy among graduates of economics schools and departments at higher educational institutions in Russia. More than 300 young economists who defended their theses in 2017 participated in the contest.

Yulia Raskina, EUSP Department of Economics, has published her article "Convergence or Divergence? Life Expectancy Patterns in Post-communist Countries, 1959–2010" (co-authored with Christopher J. Gerry and Daria Tsyplakova) in the Social Indicators Research journal (impact factor 1.743).   Abstract

EUSP Economics Department graduate Aleksei Minabutdinov has successfully defended his dissertation at Steklov Mathematical Institute of Russian Academy of Sciences on May 15, 2017. The dissertation was titled: "Limiting curves for a class of self-similar adic systems". We congratulate Aleksei on being awarded the degree of Candidate of Sciences in Physics and Mathematics.

Evgenii Vladimirov, second-year student at the EUSP Department of Economics, was admitted with a full scholarship to the MPhil in Economics program at Tinbergen Institute. The Research Master (MPhil) program is a core part of the PhD track at TI.

A joint paper “On discounting and voting in a simple growth model” written by the professors of the Departement of Economics, Kirill Borissov, Mikhail Pakhnin, Clemens Puppe has been published by the journal European Economic Review.  

On Monday, March 13, 2017 the EUSP hosted a talk delivered by Vladimir Yakushev, CEO of the "Northern Capital Gateway" (VVSS) consortium, which operates the Pulkovo airport. For the Russian aviation sector the consortium is an innovative project of public-private partnership. Yakushev spoke about the aims and objectives of the project, elaborating on its economic aspects in more detail.

Apurva Sanghi, the new World Bank’s Lead Economist for the Russian Federation, gave a talk at the European University at St. Petersburg, during which he presented the World Bank’s Russia Economic Report no. 36. The report consisted of three thematic sections: 1) the latest trends in economic development; 2) predictions concerning the development of Russia’s economy; and 3) the impact of fiscal policy on the allocation of income during times of economic expansion and recession.
