This seminar discussed when the process of the liberation of the nomenklatura started and the stages through which it passed, its very peak being the 1970s. What lead to this and what was its mechanism? The lecture examined key elements of this important political tendency, the re-integration of regional leaders into the system after the terror at the end of the 1930s, changes in the regional politics of Khrushev right up to the fatal decision to dismantle regional committees. Each of these phenomena presents a complex formal and informal political and administrative practice, the research for which is directly related to the release of archives.
