Report on the BarCamp NTI-2035

On November, 8 in the framework of BarCamp NTI-2035 a strategic session "Socio-cultural competence for the NTI" was held.

The purpose of the session was to discuss the prospects of creating a Centre of social and cultural competences for NTI, which would accompany the technological development based on local and national social conditions. In the framework of the set of discussions, the participants proposed to look at technology from the point of view of their influence on humans - how they can affect social life as may be useful, and most importantly - how to prepare society to accept them.

Lilia zemnukhova (STS Center, EUSP) spoke about the lessons learnt from the global experience of learning technologies, which are inseparable from man as their Creator and the user of social relationships and cultural characteristics as the medium of their introduction.

Oleg Pachenkov (Centre of Applied studies, EUSP) spoke about the fact that the study of Russian technoprogressive showed that local barriers are associated not only with the problems in communication between different stakeholders, but also with a lack of social and cultural competences (openness, reflexivity, flexibility, the willingness to interdisciplinary cooperation, etc.).

Nikolay Rudenko (STS Center, EUSP) presented a project of the Center for social and cultural competences of the NTI, which is being developed at the European University in St. Petersburg, which provides educational, research and engineering services to small and large technology companies.

Andrey Siling (ASI) shared his vision of the difficulties encountered in the creation of a “socio-cultural matrix NTI” need which is sharply felt by the authors and participants of the NTI, but attempts the formulation of which is still not successful. And expressed the hope that through the creation of planned organizer of the session “competence Center NTI” this problem will be solved by attracting a wider circle of experts.

At the session, along with sociologists of research Centre for science and technology, European University at Saint Petersburg, Saint Petersburg state University, Russian Presidential Academy of National Economy and Public Administration (RANEPA) participants designed solutions for the future of the competence centres, and has formed a list of suggestions for companies with NTI in the field of knowledge about society. In the framework of group work, three teams were decomposible the barriers faced by developers and technoprodservice, discussed ways and formats of their decision. The idea of a competence Centre as a platform for the formation of professional communities around the NTI, exchange of experience, intensive communication, Assembly of project teams and discussion of strategic plans, supplemented with new details.

Until the end of the year the organizers will present the model of the Center for social and cultural competencies for NTI, established by results of the conducted strategic sessions; those wishing to participate in the further development of the design competence Centre will be able to join this work. Some of the participants have already expressed a desire to be included in the working group.
